That's The Thaw. When something has been avoided for a while, it arrives frozen. Hold your thumb on it to melt the frost, then sit with it for two minutes. Contact is the whole job — the card stays, warmer.
Yes. Everything core works with no network at all. The only feature that ever uses the internet is Smart Splitting, which is off unless you turn it on.
Settings → Card Up → off. It was never more than one a day.
Delete the app. Everything lives on your device, so it goes with it. There is no account and no copy anywhere else.
